| FCTA and FRESNO COG TO HOLD A HIGH SPEED RAIL WORKSHOP |
The Fresno County Transportation Authority (FCTA) and Fresno Council of Governments (Fresno COG) is hosting a California High Speed Rail Workshop on Monday, February 13th from 10:30 to Noon. The High Speed Rail Workshop will be held in Fresno COG's Sequoia Conference Room at 2035 Tulare Street, Suite 201, Fresno.
Members of the California High Speed Rail Authority Board and staff will be giving a presentation on the Business Plan and available for an Q&A session as well as representatives from Caltrans, Fresno Works Committee and the City of Fresno. All interested parties are invited to attend.

| CALL FOR PROJECTS - TRANSIT ORIENTED INFRASTRUCTURE FOR INFILL DEVELOPMENT PROJECTS |
The TOD program was created in the 2006 Measure C Extension Plan.
The Measure C TOD program will generate $14.5 million during the 20 years based on the estimation in December 2010. There is approximately $2.7 million available for the Cycle I call for projects.
The goals of the Measure C Transit Oriented Infrastructure for In-Fill allocation are to support community-based transit projects that:
Are developed through an inclusive planning process with broad private-public partnerships and outreach;
Improve the range of transportation choices by supporting transit facilities and improving links between facilities and activity nodes; and
Support well-designed, high-density housing and mixed uses near transit.
In addition to encouraging transit supportive land use surrounding the high-capacity transit corridors to boost transit ridership in the Fresno County region, the Measure C TOD program also strives to support livable, viable and sustainable transit oriented healthy communities that promote walking, biking, and the use of public transit and reduce private vehicle dependence. Such TOD communities promote health and wellbeing
and reduce risks for chronic diseases such as obesity, diabetes, and heart disease.
The projects funded by the TOD program serve as models that reduce vehicle trips, improve air quality and provide access to physical activity opportunities through integrated land use and transportation planning.
As recommended by the Measure C legislation, a TOD Technical Advisory Committee developed guidelines to provide guidance on the implementation of the TOD program. The TOD Guidelines were approved by the Fresno COG Policy Board and the FCTA Board. A scoring committee membership was defined by the TOD Technical Advisory Committee and also approved by both Boards.

| ACADEMY AVENUE CONSTRUCTION BULLETIN-12-07-11 |
Academy Avenue is being widened through the City of Sanger. All 4-lanes of Academy Avenue are OPEN to motorists from Jensen Avenue to Annadale Avenue.
Construction crews are NOW currently working on this project from 6:30am to 4:30pm, Monday thru Friday through January 13, 2012 from Jensen Avenue to Church Avenue to reconstruct the lanes on the east side of Academy Avenue with traffic detoured onto the west side lanes of Academy Avenue. Motorists may experience 10-minute delays through the Construction Zone.
PUBLIC ACCESS IS PROVIDED FOR ALL BUSINESESS, traffic is limited to 1-lane in each direction from Jensen Avenue to Church Avenue and NO street parking is permitted in this Construction Zone.

In order to OPEN the new lanes to the SR-180 East Expressway by 7pm TOMORROW, September 28th, flaggers will be at every intersection and stopping traffic at various locations on SR-180 from Temperance Avenue to Quality Avenue performing multiple construction activities that will impact motorists, including: striping operations; activating new signal lights, and installing new directional signs. Motorists are advised to use DETOUR and may experience up to 1-hour DELAYS through the 6-mile Construction Zone.
All motorists are advised to use Belmont or Jensen Avenues to avoid the Construction Zone and use Temperance, McCall or Academy Avenues to travel north or southbound from SR-180.

| Groundbreaking On the City of Sanger Portion of the Academy Avenue Project |
The City of Sanger Portion of the Academy Avenue Project held a Ground Breaking Ceremony today and construction for this $4 million project is tentatively scheduled to begin August 22, 2011 with an estimated completion date of April 2012 (weather permitting).
The Academy corridor project was first added to the Measure C Expenditure Plan in 1988, with construction originally anticipated to start in 2000. This project is the next-to-final phase of an overall plan to provide improvements to Academy Avenue from Mountain View Avenue to State Route 168. Academy Avenue is a regionally significant Arterial that provides connectivity between heavily traveled County roads and State Highways including Mt. View Avenue, Manning Avenue, State Route 180, Shaw Avenue, and State Route 168.
As the funding agency, the FCTA’s goal is to fund transportation projects that will facilitate the movement of goods and services throughout our region and to connect transportation corridors. The improvements to Academy within Sanger will enhance traffic flow and will also enhance opportunities to attract businesses and customers to the City.
The Project within Sanger includes full reconstruction and widening of Academy from South of 11th Street to North of 4th Street. The improvement of the existing signalized intersections to provide protected left turn movements and two lanes for thru traffic in each direction will substantially improve traffic flow. The project will also include a continuous, bi-directional left turn lane between 8th and Jensen, further enhancing the flow of thru traffic.
Once constructed, this project will not only provide for improved traffic flow but will also enhance the aesthetics of Academy Avenue within Sanger with the addition of median landscaping and the already completed underground utility relocation. The project will also construct new sidewalks, making it easier for passengers to exit and enter vehicles parked along Academy. Close and ongoing coordination between the County of Fresno, the City of Sanger, and the Fresno County Transportation Authority has made this project possible.
In its entirety, the Academy Project is 23 miles in length from Mountain View Avenue to State Route 168. Upon completion of the work at the intersection of Academy Avenue and State Route 180, Academy Avenue will be a four lane roadway from Manning Avenue to Shaw Avenue. Road construction for the final phase of the overall project will involve the reconstruction of the two-lane roadway from Mt. View Avenue to Manning Avenue, and road reconstruction is anticipated to begin in Spring of 2012.

| Authority Board to Vote on Expenditure Plan Update |
Authority and Fresno COG staff has clarified the effect of the current recession on Measure C revenue along with the change in guidelines by the CTC on how the Authority can use the previously programmed State and Local Partnership funds and other unanticipated events occurred that resulted in the need to amend the plan approved in 2009. That impact has turned out to be more severe than previously estimated with current revenue projections indicating the need to cut $147.5 million from the approved 20 year construction program. The shortfall will be split equally between the rural and urban programs. On the positive side the Fresno region was awarded $55 million in State SHOPP funding for the Braided Ramp project.
The net result of all of these new impacts is the need to revise the existing Expenditure Plan to reflect updated funding constrains and revenue projections. The Authority Board will vote on three options to revise the funding schedules for several projects in the Regional Transportation Program at their Board meeting on December 8, 2010.

| TWO MONTH CLOSURE ON ACADEMY AVENUE |
Academy Avenue will be CLOSED to northbound traffic at the intersection of Kings Canyon Road/SR-180 to construct NEW roadway lanes beginning September 8, 2010 through mid-November (weather permitting). A DETOUR will be provided to motorists. Academy Avenue will be OPEN south of SR-180 to motorists.
In addition, starting September 8, McCall Avenue will RE-OPEN to motorists with intermittent 5-minute delays for a 2-week truck-hauling operation. CHP is enforcing 25 MPH posted speed limit through the Construction Zone.
All motorists are advised to use Belmont or Jensen Avenues to avoid the Construction Zone and use Temperance or McCall Avenues to travel north or southbound from SR-180.

Caltrans, in partnership with Fresno COG and the Fresno County Transportation Authority held an Open House on Thursday, June 10th in the Hildalgo Elementary School Cafeteria located at 3550 E. Thomas.
This Open House forum allowed the public to learn and ask questions from Caltrans staff regarding the Environmental Documents, Initial Study findings, Preliminary Design Alternatives and tentative dates for construction. The public may submit public comments regarding this project until July 1, 2010.
The Braided Ramps Project, located between State Routes 41 and 168 in the City of Fresno will receive $55 million in funding from Caltrans’ State Highway Operation & Protection Program (SHOPP) and an additional $14.5 million from Fresno County’s Measure “C”. This project proposes to reduce traffic congestion and delays along this system of interlocking freeways by eliminating as many merging and transition conflicts as possible in order to get motorists safely and efficiently from one area of town to another.

| Braided Ramp Project Secures $14.5 of Measure C and $55 million in SHOPP Funding |
The Fresno County Transportation Authority (FCTA), in partnership with the California Department of Transportation (Caltrans), and the Council of Fresno County Governments (Fresno COG) announced $55 million in newly secured funding which will bring mobility improvements to State Route (SR) 180 between SR’s 41 and 168.
Commuters in the Fresno Metropolitan Area are more than familiar with traffic along State Route (SR) 180 between SR’s 41 and 168. Daily traffic congestion and delays during morning and evening commutes are caused by vehicles merging onto SR180 from SR41 and/or SR168, and the traffic already on SR 180. Converging streams of commuters become entwined in a dance of braking, dodging, darting vehicles that is enough to rattle even the most experienced driver’s nerves.
"Caltrans is working hand-in-hand with Fresno’s COG and the FCTA to ensure tax dollars are utilized quickly and responsibly to help stimulate our local economy, reduce congestion and further invest in Fresno County’s transportation infrastructure," said Caltrans District 6 Director Malcolm X. Dougherty.

State Route 180/Kings Canyon Road Expressway project will construct a 4-lane new Expressway from Temperance to Academy Avenue. Weather permitting this project will resume construction from Winter Suspension on April 5th and the detour for Phase 1 on Kings Canyon Road (SR180) will begin at the end of April or beginning of May weather permitting.

PHASE 1 - Construct west bound lanes of future Expressway
All crossroads accessing Kings Canyon from the NORTH will be CLOSED. Traffic will be DETOURED on to Belmont, using Temperance, McCall or Academy Avenues.
PHASE 2- Construct east bound lanes of future Expressway
All crossroads accessing Kings Canyon from the SOUTH will be CLOSED. Traffic will be DETOURED on to Jensen Avenue using Temperance, McCall or Academy Avenues.

| Newly Formed Measure C Regional Transportation Mitigation Fee Agency Meets |
Measure C Extension, which was passed by Fresno County voters in November 2006, calls for the enactment of a Regional Transportation Mitigation Fee (RTMF). Fesno County and the Cities in Fresno County have agreed to establish a Joint Powers AGency to enact and administer the RTMF.
A public meeting has been scheduled for Thursday, September 24, 2009 at 5:30 p.m. to establish the Measure C Fresno County Regional Transportation Mitigation Fee Agency, estalish by-laws, appoint officers, consider the nexus study prepared by Fresno COG for approval, to consider other pending business regarding the RTMF and to introduce a proposed fee schedule for adoption October 29, 2009. Public written comments will be accepted through October 23, 2009.

| MEASURE C CITIZENS OVERSIGHT COMMITTEE ACCEPTING APPLICATIONS |
The Fresno County Mayors’ Selection Committee and the Chair of the Fresno County Board of Supervisors will be appointing nine members to the Measure C Citizens’ Oversight Committee consistent with the November 2006 voter-approved Measure C Expenditure Plan.
These vacancies must be filled within 90 days of the past term expirations of June 30, 2009. The purpose of the Citizens’ Oversight Committee is to inform the public and to ensure that the Measure C funding program revenues and expenditures are spent as promised to the public.
Don’t delay! Fill out an application and submit it by September 1, 2009.
The selection process is expected to be completed by the end of September 2009.

The Transportation Authority voted to award the State Route 41 Easton Landscaping project (Clayton to Lincoln) to Marina Landscaping, Inc., in a not to exceed amount of $215,463.80.
Bids were received and opened for the project on November 20, 2008 at 2:00 p.m. A total of 5 bids were received. The following is a tabulation of the bids received for the project:

This would result in a contract completion date sometime in April 2010.

Seven Community Organization appointees:
Cynthia Matson, Chair will represent California State University Fresno where she is currently Vice President, Administration and Chief Financial Officer.
Ray C. Knight will represent the Firebaugh Downtown Revitalization Advisory Committee. He is an Owner – Broker of Golden Valley Realty & Knight Living Trust 1994. He is a former Firebaugh City Council Member and former Chairman of the Firebaugh Planning Commission.
Nicholas Paladino will represent the Fresno Cycling Club. He was a former member of the Measure C Steering Committee.
Marc Johnson will represent the Sanger Chamber of Commerce and Sanger Unified School District for which he is currently the District Superintendent.
John Clements will represent the Kings Canyon Unified School District for which he is currently Director of Transportation. Currently Vice-chair of the City of Reedley Planning Commission
Jeffrey Reid will represent the Valley Taxpayer Coalition. He is a Partner at the law firm McCormick Barstow Sheppard Wayte & Caruth. Mr. Reid was a member of the Measure C Steering Committee.

Sengthiene Bosavanh is an Advocate for Central California Legal Services. Currently serves on the boards of Fresno Metro Ministries, Central California Forum on Refugee Affairs, Southeast Asian Educational Council Board, Health Net Community Advisory Committee, and the Blue Cross Community Advisory Committee.
Jose Villarreal is a retired Public Defender for Santa Clara County. He is a former member of the Sanger Planning Commission, and former Board Member of the Sanger Chamber of Commerce.

| FCTA Board and Fresno COG Policy Board to Vote on Regional Transporation Mitigation Fee |
The Fresno County Transportation Authority Board and the Fresno COG Policy Board will hold a Special Joint Board Meeting to vote on the Regional Transportation Mitigation Fee Program for the Measure C Extension. The Fresno Regional Transportation Mitigation Fee Final Report (August) is attached. This is the study conducted by P.B. Americas, the consultant hired by Fresno COG to review and recommend fee options.
This Special Joint Meeting will be held at the Fresno COG offices located above Club One at 2035 Tulare Street, Suite 201 at 5:30 p.m. to accommodate both Boards.

WHAT: Whitesbridge Road is PERMANENTLY CLOSED to eastbound and westbound through traffic between Brawley Avenue and Marks Avenue to install the new Whitesbridge cul-de-sac as part of final work on the construction of Freeway 180 West. A DETOUR is in place for the safety of motorists traveling on Whitesbridge Road between Brawley and Marks Avenues.

| TEMPERANCE AVE RE-OPENS WITH A 4-WAY STOP AT KINGS CANYON ROAD |
Temperance Avenue will re-open with a 4-Way stop at the interection of Kings Canyon Road (SR180) beginning Friday, July 18, 2008 at 5:00 p.m. Changeable message signs will alert motorists on SR180 of the new 4-Way Stop.
The 4-Way Stop is in place to ensure the safety of the motoring public as part of the constuction project of State Route 180 East. A permanent signal light will replace the 4-Way Stop prior to the opening of the freeway.

| Senior Taxi Script Program Funded by Measure C |
| Seniors Save 75% on Taxi Rides |
Measure C Extension is funding a Taxi Script program that provides alternative, reliable and affordable transportation to Fresno County residents who are 70 years of age and older. Eligible seniors can purchase scrip to be used for taxi fares at a much reduced price.
Participants simply obtain and submit an eligibility application and once approved can purchase a $20 value booklet of taxi scrip which look like coupons from select locations for only $5 saving 75%. Up to five booklets of taxi scrip can be purchased each calendar month. Scrip can then be used like cash to pay for taxi cab fares from select vendors. Taxi Scrip booklets can be purchased at select FAX locations, Clovis City Hall, select Senior Centers and Fresno COG.
You must be a resident of Fresno County at least 70 years of age. You must provide proof of your age with a picture identification that also shows your age. Applicants must complete all eligibility forms. Scrip can only be used to pay for your tax services and can not be use to tip the driver. Unused taxi scrip must be turned in for reimbursement at select locations before the end of the calendar year in which they were purchased.

| MEASURE C OFFERS MONEY TO REDUCE COMMUTING COSTS |

Over $900,000 in Measure C subsidies and cost reimbursements is available to newly forming and existing vanpools originating in Fresno County. The Council of Fresno County Governments (Fresno COG) invites all Fresno County residents who are interested in the Measure C Commuter or Farmworker Vanpool Programs to apply for Measure C subsidies that will assist in offsetting initial and continuous operating costs. Fresno COG is now accepting applications for these Measure C programs; however, subsidies will not be granted until July 1st and thereafter.
Approximately $300,000 in commuter vanpool subsidies and $620,000 in farmworker vanpool subsidies are available between July 1, 2008 and June 30, 2009, on a first-come first-serve basis until the program funds are exhausted. All groups interested in participating in the Commuter Vanpool Program are required to use an authorized vanpool provider such as Enterprise Rideshare, VPSI, KART, or other agency, or form an employer sponsored vanpool. Owner-Operator vanpools are not eligible to receive these subsidies.
The 2006 Measure “C” Extension Expenditure Plan, passed by voters in November 2006, provides funds for these Vanpool Programs. They are designed to get commuters to their destinations safely, improve air quality, and provide a cost-effective alternative to the single occupant vehicle. It is also designed to spark the development of new vanpools and offer financial assistance to existing vanpools to ensure that they stay on the road. The Vanpool Programs are open to both public and private industry competition, as well as potential public/private partnerships.
Eligible subsidies and reimbursements can cover:
Monthly lease subsidies ($350.00/month for up to (1) year)
Start-up costs such as medical exams (up to $50.00/driver). No more than (3) drivers.
Driver replacement costs (up to $75.00)
Emergency Ride Home Program
Driver Incentives ($100.00/participant paid to the primary driver). Some restrictions apply.
Parking Permits (up to $100.00 per month)
Monthly vouchers issued by an eligible operator

| City of Fresno Appoints Blong Xiong to Replace Larry Westerlund on FCTA Board. |
The Fresno City Council today appointed Council President Blong Xiong to the Fresno Transportation Authority Board to replace Council Member Larry Westerlund who has been deployed to active duty. Mr. Xiong will serve out Council Member Westerlund's term which expires in January of 2009 and has the ability to serve another term if he chooses and the Council approves.

| LOCAL ROAD CLOSURES FOR SR180 EAST CONSTRUCTION PROJECT |
| Belmont and Fowler Avenues Closed |
To ensure the safety of the motoring public during the construction of SR180 East, two local roads will be CLOSED for three months.
Belmont Avenue between Temperance and Fowler Avenues will be closed from February 14, 2008 through May 16, 2008. Residents living on Armstrong Avenue and students attending Temperance-Kutner Elementary School will have access. Motorists are advised to take the DETOUR to Kings Canyon Road.
Fowler Avenue will continue to be CLOSED between Belmont and Olive Avenues. Motorists are advised to take the posted DETOUR to Clovis Avenue.
The Fresno County Transportation Authority would like to thank the residents and business owners for their patience during this construction. The closures are in place to speed the process and to ensure the safety of all. |

| JOE LEVY IS APPOINTED AS URBAN PUBLIC MEMBER AT LARGE |
The City Councils of Fresno and Clovis unanimously appoint Mr. Joe Levy as the Urban Public Member at Large to the Fresno County Transportation Authority Board. Mr. Levy replaces Mr. Sal Quintero who has held that position since 2003.
Joe Levy brings a wealth of transportation knowledge and experience to the board. He sat on the California Transportation Commission for eight years and was instrumental in passing the original Measure C. Mr. Levy's term is for two years.

| CLOVIS CITY COUNCIL APPOINTS FCTA URBAN PUBLIC MEMBER AT LARGE |
The Clovis City Council today voted unanimously to appoint Mr. Joe Levy as the new Fresno County Transportation Authority Urban Public Member at Large position. Mr. Levy brings a wealth of transportation experience to the table.
This appointment must now go through the Fresno City Council on Janaury 29th for their recommendation. If Fresno City Council also recommends Mr. Levy he will take his seat on the board on February 27, 2008.
With the Measure C Extension the Transportation Authority Board increased to nine members, two of which are Public Member at Large. Mr. Levy will fill the Urban Public Member at Large which must reside inside the incorporated areas of the cities of Fresno or Clovis. Mr. Kirk Hunter sits as the Rural Public Member at Large. |

Authority Staff has received responses to their RFP for a Financial Advisor and the purchase of a Cost Accounting Software System.
The Authority's Financial Advisory Committee, whose members were made up from the Cities of Clovis, Fresno and Kerman, reviewed and scored the resonses from KNN Financial and Montague, DeRose and Associates and recomended Montague De Rose and Associates, LLC to the Authority. Authority staff is passing that recommendation to the Board at the December 5, 2007 board meeting.
The only response for the Cost Accounting Software System RFP came from Cascade Sotware Systems, Inc. Due to the reputation and experience of this firm with other transportation and public works agencies, Authority staff is recommending the purchase of a system from Cascade Software Systems, Inc., in a not-to-exceed amount of $22,085.00. |

Caltrans opened the bids today on Contract 06-342434, SR180 East Clovis to Temperance project.
There were seven bidders and all bids were below Caltrans' Engineers Estimate ranging from $48,772,505 to $59,368,245. The apparent Low Bidder is Security Paving, Sun Valley, CA with a low bid amount of $48,772,505 which was 25.6 % below the Engineers estimate. The second lowest Bidder was $54,934,370 which was 16.2% below the Engineers estimate.

| FCTA INTRODUCES TWO NEW BOARD MEMBERS |
With the passage of the Measure C Extension the Fresno County Transportation Authority Board was amended to add two new members. At the May 23, 2007 Board Meeting, Chairman Harry Armstrong introduced Council Member Rico Aguayo and Mr. Kirk Hunter as the two additions to the FCTA Board.
Council Member Rico Aguayo from the City of Fowler was appointed by the Small City Mayors Select Committee to represent the cities east of State Route 99. Mr. Kirk Hunter, CEO of Southwestern Transportation Agency, and prior Measure C Steering Committee Member, was appointed by the Fresno County Board of Supervisors and will be the Public Member at Large who resides outside of the incorporated area of the city of Fresno or Clovis.
These two members will begin their appointment July 1st of this year with their first meeting to occur on August 15, 2007. Both of these gentlemen are a welcome addition to the FCTA Board are expressed their excitement to sit as a Board Member. |

| FCTA BREAKS GROUND ON 180 WEST CONSTRUCTION PROJECT |
The Fresno County Transportation Authority-Mesure C, in partnership with The California Department of Transportation Caltrans, District 6 Fresno, and the Greater Fresno Area Chamber of Commerce, invite the public to attend a Groundbreaking Ceremony on May 4th at 10:00 a.m., on Marks Avenue between Whitesbridge and Nielsen Avenues in the County of Fresno.
The Groundbreaking ceremony is a “Kick-Off” celebration marking the construction of State Route 180 West Segment 2 and is being built with Measure “C” funds as well as State gas tax money and Federal funds. In 2006, Fresno County voters renewed the Measure “C” half-cent local sales tax, which continues to be used for transportation purposes. This 20-year tax will contribute over $1.7 billion for the local economy.
This $38 million project includes construction of 2.5 miles of six-lane freeway from Route 99/180 Interchange to Marks Avenue, then as a four-lane freeway to Brawley Avenue. There will be a full interchange at Marks Avenue. The project is scheduled for completion in December 2008.
Harry Armstrong, FCTA Chairman, is the Master of Ceremonies and remarks will be made by local dignitaries, the Greater Fresno Area Chamber of Commerce and the Area Manager for R & L Brosamer, Inc, of Walnut Creek as the primary contractor on the project.

PUBLIC NOTICE OF ORDINANCE INTRODUCTION AND ADOPTION BY THE FRESNO COUNTY TRANSPORTATION AUTHORITY
NOTICE IS HEREBY GIVEN that under provisions of Public Utilities Code Section 142250, Ordinance No. 3 was introduced by the Fresno County Transportation Authority at its regular meeting held on Wednesday, December 13, 2006. The following is a summary of said ordinance indicating the subject matter discussed:
ORDINANCE No. 3
AN ORDINANCE OF THE FRESNO COUNTY TRANSPORTATION AUTHORITY EXTENDING THE IMPOSITION OF A TRANSACTIONS AND USE TAX TO BE ADMINISTERED BY THE STATE BOARD OF EQUALIZATION
Said ordinance will extend the imposition of a one-half of one percent retail transactions and use tax in accordance with the provisions of Part 1.6 (commencing with Section 7251) of Division 2 of the Revenue and Taxation Code and Section 142000 et.seq. of the Public Utilities Code which authorizes the Authority to adopt this tax ordinance, which will be effective for a period of 20 years beginning July 1, 2007 and ending June 30 2027.
NOTICE IS FURTHER HEREBY GIVEN that the Fresno County Transportation Authority will consider adoption of Ordinance No, 3 at its regular meeting on Wednesday, February 21, 2007, to be held at the Fresno Unified School District Education Center, Board Room, Tulare and M Streets, Second Floor, Fresno, California at 9:00 am.
NOTICE IS FURTHER HEREBY GIVEN that the full text of this ordinance is on file as a public record at the Fresno County Transportation Authority office located at 2220 Tulare Street, Suite 411, Fresno, California.

| Fresno County Voters Overwhelmingly Extended Measure C for another 20 years. |

It was with tremendous foresight that the voters of Fresno County, in November 1986, passed by a wide margin, the 1/2-cent sales tax increase known as Measure C.
Measure C has resulted in the implementation of the largest public works project in Fresno County history. Current estimates indicate the local tax, leveraged with State, Federal and other funds, will result in extensive highway construction for the county, and an overall transportation program.
The accomplishments of this 20 year project are many and the voters were aware of the importance of Measure funding since they once again in on November 7, 2006 overwhelmingly approved, by 77.7% a 20-year extension!

Fresno, California — The Fresno County Transportation Authority (FCTA), today, unanimously approved the Measure C Expenditure Plan; the expenditure plan will determine how $1.7 billion that will be generated over the next two decades will be spent, assuming Fresno County voters authorize keeping an existing half-cent sales tax in place for 20 more years. The next, and final, step will be for the Fresno County Board of Supervisors to place Measure C on the November 2006 ballot; that will take place on Tuesday, July 25th. To date, all 15 cities in the County, and the County itself, have approved the Expenditure Plan.
Because the half-cent sales tax is in place today, should Fresno County voters authorize its continuation for 20 more years, there will be no increase in the local tax base. If it is not authorized, then the existing tax will expire in June 2007. If the sales tax is extended, 100% of the revenues generated through Measure C will be dedicated to addressing the County’s public transportation needs over the next two decades. Local dollars used for local projects.
“We have overwhelming infrastructure needs in Fresno County that will have to be addressed in some fashion over the next two decades,” Harry Armstrong, Chairman of the FTCA explained following the meeting where the Expenditure Plan was approved. “And, no one is going to do it for us, therefore” he added, “we need to help ourselves…which is what Measure C is all about.”
Mr. Armstrong also stressed that a significant portion of the Measure C funds will be used as a leverage to secure “matching funds” from both the state and federal government. “Most of the transportation agencies throughout California, especially those in the urban areas, are ‘self-help’ counties, as is Fresno County,” he explained. “Therefore, if we don’t have a continuing source of funds to be used to attract matching grants, then all of the available state and federal transportation funds will go to other counties, such as the San Francisco, Los Angeles, Sacramento, and San Diego metropolitan areas. Without Measure C dollars, we simply can’t compete for these matching grants,” he said.
While the original measure required a simple majority of the vote for passage, today, 2/3-voter support is needed for the revenue stream to remain in place. The latest voter survey indicates that there is a minimum of 70% voter support for the reauthorization of Measure C.
Ron Peterson, Executive Director of the FCTA, said, “We live in a community that is growing and will continue to grow into the foreseeable future; and, the public transportation and public transit needs will continue to grow with the population. With an Expenditure Plan that has been created through the concerted efforts of so many stakeholders in Fresno County, including Fresno County voters and the community-at-large, I’m confident that we have a plan that mirrors the collective wishes of our constituents.” He added, “I feel very good about moving this Expenditure Plan on to the final stage of placing it before Fresno County voters in the November 2006 election.”

| FRESNO COUNTY'S $1.7 BILLION MEASURE C TRANSPORTATION SPENDING PLAN IS COMPLETED |

After nearly a year of study and debate, the Measure “C” Steering Committee has approved a $1.7 billion Expenditure Plan. The Expenditure Plan, which received almost unanimous support by the 24-member Committee, is intended to address a variety of public transportation needs throughout Fresno County over the next two decades. Of the 24 Steering Committee members, there was one no vote and one member abstained from voting.
Measure C is a half-cent sales tax dedicated to public transportation throughout Fresno County; the existing measure will sunset (expire) in 2007, unless local voters authorize to keep the funding mechanism in place. Thus, it is anticipated that in the November 2006 elections, Fresno County voters will be asked to support the extension of Measure C for another two decades. Passage of such a measure requires 2/3-voter support.
“We are extremely pleased with the Expenditure Plan that the Committee has put together,” said Trinidad Rodriguez, Co-Chair of the Measure C Committee, who represents the Westside Cities in Fresno County. “We secured input from Fresno County voters through a scientific survey and through a series of public meetings; furthermore, each member of the
Measure C Steering Committee represents a special interest group. As a result, the Expenditure Plan we approved today not only addresses a variety of public transportation needs throughout the County, but it represents the collective wishes of voters throughout Fresno County.”
Serving as Co-Chairs of the Measure C Committee are Mary Savala, representing the League of Women Voters, and Lynne Ashbeck, a City Council Member in Clovis.
The Measure C Steering Committee includes representatives from a variety of community organizations such as the League of Women Voters, the Sierra Club, the Valley Taxpayer’s
Coalition, the Coalition for Community Trails and faith-based organizations. It also includes elected officials from the County and Cities throughout the County. Other members include representatives of the County’s agriculture industry, trucking, building and construction, the
business community, in general, and more.
“One of the driving forces behind the expenditure plan,” explained Barbara Goodwin, Executive Director of the Fresno Council of Governments, “is the ability to leverage Measure C dollars through matching funds from the state and federal governments. This is a vital component in order to secure the funding needed to address the public transportation needs in a community that is growing and will continue to grow into the foreseeable future.”
Ron Peterson, Executive Director of the Fresno County Transportation Authority, which oversees the expenditure of Measure C funds, pointed out that the composition of the Measure C Steering Committee charged with developing the expenditure plan was far more inclusive of
special interests with competing agendas than the committee that developed the expenditure plan for the Measure that was placed on the November 2002 ballot, which failed to secure the 2/3-voter support that was needed for passage. “As a result, the expenditure plan that has been hammered out by the present Measure C Committee members truly is a consensus among a host of stakeholders and stakeholder groups. More importantly, it is consistent with the collective
wishes of Fresno County voters.”
The next steps will be to submit the Expenditure Plan to the Fresno COG for its approval. Then, before the Measure can be placed before Fresno County voters, it must be ratified by the Fresno County Transportation Authority, County Board of Supervisors and the City Council of
each of the incorporated cities in Fresno County.

| MEASURE C ROADSHOW |
What is the Measure “C” Roadshow?
It is a four in one traveling educational tool on wheels. The Roadshow delivers information to educate residents on Measure “C” via the entertainment medium to include visuals and audio to Fresno County’s 15 cities and its communities.
The truck consists of a 16 foot stage equipped with a nine screen television panel. It is also equipped with a surround sound system to accommodate any type of entertainment or ceremony, and the satellite located on the roof of the truck enables the crew and its audience to listen to almost any broadcast station and play anything on the TV panels.
The Roadshow crew is made up of nine hard working and talented bilingual individuals that travel to many cities and participate in their local events and functions. Flyers, pamphlets, booklets, goodie bags, among other items, are distributed to the audiences to serve the purpose of delivering Measure “C” educational information straight into their hands. Furthermore, an updated video of Measure “C” plays continually on the nine screen panel.
A component of the Roadshow is Club Amigitos where parents can have their children’s finger prints and a sample of DNA taken for identification purposes in case of an abduction. This safety measure is processed digitally so that a parent may update a child’s file easier.
During events/festivals raffles take place of which prizes consist of ; sporting event tickets, autographed footballs or baseballs, t-shirts, cooler bags, gift bags, smaller items like; fans, book markers, pencils, etc…..
All these services are FREE and the only thing community residents have to do is show up to the venues.

FRESNO - The California Department of Transportation, District 6, and the Fresno County Transportation Authority, welcomed the new freeway with a Ribbon Cutting Ceremony, announcing the opening of State Route 180. This new section of the Sequoia Freeway was opened to the public as of Friday, September 23.
This phase of the Sequoia Freeway is approximately four miles of six-lane freeway from State Route 168 and Chestnut Avenue Interchange to Clovis Avenue. This new addition was constructed at a cost of $52.9 million which was funded by our local Measure C sales tax for transportation projects along with State and Federal tax dollars.
The next phase of construction on the Sequoia Freeway is scheduled for 2008-09 continuing East to Temperance Avenue.
The design features on this project include a Pedestrian Overcrossing at Winery Avenue, which opened to the public in February 2004, along with on/off ramps at Peach Avenue, Clovis Avenue and a connector ramp at the Interchange with State Route 168. Yeager Skanska, Inc. who served as the contractor on the job, constructed a total of 10 bridges and two pumping plants.
This project will reduce traffic congestion on local streets, improve traffic flow, reduce travel time and increase safety for motorists. The project will also provide improved east-west connectivity through the County of Fresno for the movement of our locally grown goods to market as well as tourists to Kings Canyon National Park.
