The following projects are part of the Regional Transportation Program of the Measure C Extension. Approximately $357 million has been divided equally between the urban and rural areas of the County, and more than $12 million will pay for improvements to Fresno Yosemite International and Chandler Airports.
The funding for the Regional Transportation Program comes from three sources – fifty percent from Measure C, twenty percent from the State Transportation Improvement Program (STIP), and thirty percent from the Regional Transportation Mitigation Impact Fee program (RTMF). The RTMF program is developed and approved by the Fresno COG and Transportation Authority in conjunction with all local jurisdictions. It will become effective no later than January 1, 2010 and shall cover the entire 20-year period of Measure C Extension.
Fresno COG, the Authority’s Regional Planning Agency, will prioritize the Measure C Extension projects and will assign the funding allocations and schedule completion dates for each project. Projects will begin as funding from one or all the sources indicated above are made available as laid out in the Measure C Extension Regional Transportation Program Handbook (Short-Term).
Due to the complexity of prioritizing and ranking the Regional Transportation Program projects, the Regional Transportation Program has been divided into the Short-Term and the Long-Term Sub Programs. The Short-Term Sub Program will run from 2007 through 2017 and the Long Term Sub Program will reflect funding for 2017 to 2027. Review of the funding and schedules for projects to be programmed in the Long-Term Sub Program will not begin review until 2014. Updates to the projects in the Regional Transportation Program (and the Regional Transportation Handbook) will be made bi-annually to reflect any changes to project schedules or acceleration of the Program or projects.
